The 2025 overhaul is a critical battle concerning the company's safe production, stable operation, and achievement of profit targets in the coming years. On May 30th, the company grandly convened the 2025 major overhaul mobilization meeting. This major overhaul is a critical battle concerning the company's safe production, stable operation, and achievement of profit targets for the next few years. The company held this meeting to sound the call for a comprehensive major overhaul, issuing a mobilization order, and requiring all cadres, employees, and participating units to bravely take on the responsibility, fighting with a high sense of responsibility and mission to win the major overhaul battle, thereby making positive contributions to the company's annual performance goals and high-quality development. Company leaders Gao Yong, Guo Zhenxing, Yang Bin, Wang Wenxu, Li Kesheng, and Yang Zhen attended the meeting, and Yang Zhen, Deputy General Manager and Safety Director of the company, presided over the meeting.

The Secretary of the Company's Party General Branch and Executive Director delivered a mobilization speech, emphasizing four points:

1. Enhance political stance and strengthen responsibility. A major overhaul is a realistic need to ensure the long-term stable operation of the equipment, requiring a comprehensive investigation and elimination of equipment hazards; it is a key measure to build a fundamental safety defense line, addressing deep-seated issues; it is also an important guarantee for improving enterprise quality and efficiency, directly related to the achievement of annual profit targets. All participating personnel must deeply understand the significance of the overhaul and adhere to the principle of " Safety, cleanliness, quality, punctuality, civility, and economy " policy, focusing on " zero accidents, zero emissions, and successful start-up on the first attempt " goals, treating every aspect with a high sense of responsibility and completing the overhaul tasks with high quality. At the same time, full coordination with the parent company is required for raw material and energy supply, ensuring safe, environmentally friendly, green overhauls and orderly start-ups.

2. Strictly control safety and quality, ensuring efficient progress. Strictly observe safety red lines. The major overhaul involves a large workload and numerous cross-operations. Strict management must be implemented throughout the entire process. Leading cadres and managers must go deep into the site for supervision, strengthen full-process oversight of contractors, increase the frequency of exposure of violations, and prevent accidents. Strengthen quality control. Strictly implement the major overhaul plan, focusing on 6 major key overhaul projects, strengthening process control and acceptance management, strictly controlling quality throughout the entire process, establishing a quality traceability mechanism, ensuring overhaul quality, and achieving successful start-up on the first attempt. Scientifically control progress. Adhere to the principle of "everything makes way for the major overhaul," optimizing construction organization and personnel/equipment dispatching to maximize time for contractors. Ensure seamless connection with Qilu overhaul nodes, achieving double standards for quality and progress. Furthermore, during the overhaul, strictly implement environmental control measures, strengthen hazardous waste management; ensure the site is clean after work and materials are used up, practicing civilized construction. Strengthen cost control, be meticulous, act proactively, and genuinely implement the responsibility for energy saving, consumption reduction, and cost reduction.

3. Coordinate production and operations, fully tap potential for increased efficiency. Through this major overhaul, eliminate equipment hazards, optimize production processes, introduce new energy-saving and consumption-reducing technologies and equipment, enhance product market competitiveness, and seize opportunities in fierce market competition. After the overhaul is completed, all efforts must be made to recover the time and benefits lost during the overhaul period. We should plan production and operation schemes for both during and after the overhaul in advance.

4. Consolidate the efforts of all staff and strengthen service support. Emphasize Party building leadership. Party member leading cadres should proactively go to the front lines and command on site, ensuring that problems are discovered and resolved on site. Strengthen synergy and coordination. Various departments should form a working synergy in terms of personnel deployment, material supply, security, transportation, logistics support, and publicity mobilization to provide comprehensive support for the major overhaul. The Life Management Department must effectively carry out service guarantee work such as material supply, overtime catering, and medical rescue. Strengthen publicity and reporting. Make full use of various publicity channels, uncover advanced deeds, tell good overhaul stories, and create a good atmosphere of striving for excellence for the major overhaul.

General Manager Guo Zhenxing arranged and deployed the major overhaul work:

1. All departments must unify their thinking, clearly understand the current situation, and genuinely shoulder their responsibilities. All participating cadres and employees must deeply recognize the significant importance of the major overhaul work for ensuring long-term operation of the equipment, improving production efficiency indicators, and promoting high-quality development. All departments must strengthen synergy and coordination, form a concerted effort, and, with "zero accidents, zero pollution, and successful start-up on the first attempt" as the overall goal, lay a solid foundation for the company to achieve its annual safety production and profit targets.

2. All departments must consolidate responsibilities, strictly implement the principle of "whoever is in charge is responsible," and refine task nodes to each position. Strengthen safety and environmental control, eliminate external hazards, and achieve green overhaul. Improve the quality control system, scientifically formulate plans, strictly control progress, and ensure the achievement of "safe, environmentally friendly, high-quality, efficient, civilized, economical, and punctual progress" goals.

3. Leading cadres should go to the front lines and command on site. Technical personnel should supervise the entire process, with responsibility assigned to individuals. Contractors must strictly manage themselves to ensure safe, high-quality, and on-schedule completion. Management departments should strengthen supervision, with "zero tolerance" for hazards.

At the meeting, Deputy Chief Engineer Xue Jian read out the "2025 Major Overhaul Overall Arrangement."
