Xi Jinping attends the second China-Central Asia Summit and delivers a keynote speech
On the afternoon of June 17, local time, the second China-Central Asia Summit was held at the Independence Palace in Astana. The meeting was chaired by Kassym-Jomart Tokayev, President of Kazakhstan. Xi Jinping, President of China; Sadyr Japarov, President of Kyrgyzstan; Emomali Rahmon, President of Tajikistan; Serdar Berdimuhamedov, President of Turkmenistan; and Shavkat Mirziyoyev, President of Uzbekistan, attended the summit. In a friendly atmosphere, the leaders jointly reviewed the achievements of cooperation in various fields between China and Central Asia since the Xi'an Summit, looked ahead to future development directions, and unanimously decided to uphold the "China-Central Asia Spirit," adhere to permanent good-neighborly friendship, and work together to achieve new progress in building a China-Central Asia Community with a Shared Future.
Xi Jinping had a group photo with the heads of state of the five Central Asian countries, and then attended the summit and delivered a keynote speech entitled "Upholding the 'China-Central Asia Spirit' and Promoting High-Quality Development of Regional Cooperation."
Xi Jinping pointed out that two years ago, we gathered in Xi'an, China, and jointly mapped out the "Xi'an Vision" for China-Central Asia cooperation. In the past two years, China and Central Asian countries have deepened and implemented the joint construction of the Belt and Road Initiative, actively promoted cooperation in various fields, the basic framework of the China-Central Asia mechanism has taken shape, the consensus of the first summit has been fully implemented, the path of cooperation has become wider and wider, and the flowers of friendship have bloomed more brilliantly.
Xi Jinping stressed that our cooperation is rooted in more than two thousand years of friendly exchanges, consolidated by more than 30 years of solidarity and mutual trust since the establishment of diplomatic relations, and developed in the new era based on openness and mutual benefit. In the course of long-term practice, we have explored and formed the "China-Central Asia Spirit" of "mutual respect, mutual trust, mutual benefit, mutual assistance, and promoting common modernization through high-quality development": adhering to mutual respect and equality, treating all countries equally regardless of size, discussing matters together, and making decisions through consultation; adhering to deepening mutual trust and responding in unison, firmly supporting each other in upholding national independence, sovereignty, territorial integrity, and national dignity, and not doing anything that harms each other's core interests; adhering to mutual benefit and win-win results, and common development, being each other's priority partners, providing each other with development opportunities, taking into account the interests of all parties, and achieving win-win results; adhering to mutual assistance and sharing weal and woe, supporting each other in pursuing development paths that suit their national conditions, managing their own affairs well, working together to cope with various risks and challenges, and jointly maintaining regional security and stability. The "China-Central Asia Spirit" provides important guidance for generations of friendly cooperation, and we must always uphold and continuously carry forward it.
Xi Jinping pointed out that currently, the changes unseen in a century are accelerating, and the world is entering a new period of turbulence and transformation. Only by upholding the heart of fairness and justice and the will of mutual benefit and win-win results can we maintain world peace and achieve common development. There are no winners in tariff wars and trade wars, and unilateralism, protectionism, and hegemonism are bound to harm others and themselves. History cannot go backward, it should move forward; the world cannot be divided, it should be united; mankind cannot return to the law of the jungle, it should build a community with a shared future for mankind. Guided by the "China-Central Asia Spirit," we should strengthen cooperation with a more proactive attitude and more pragmatic measures, promote high-quality development of jointly building the Belt and Road Initiative, and forge ahead towards the goal of building a China-Central Asia Community with a Shared Future.
First, we must uphold the original aspiration of unity, mutual trust, and mutual support. China always regards Central Asia as a priority direction in its surrounding diplomacy, adheres to the concept and principles of good-neighborliness, amity, and mutual benefit, treats Central Asian countries with equality and sincerity, and always wishes for the well-being of its neighbors. The signing of the Treaty of Eternal Good-Neighborly Friendship and Cooperation by the six countries has enshrined the principle of generational friendship in law, marking a new milestone in the history of relations between the six countries, and a pioneering achievement in China's surrounding diplomacy, benefiting both the present and future generations.
Second, we should optimize the layout of pragmatic, efficient, and deeply integrated cooperation. We have designated 2025-2026 as the "Year of High-Quality Development of China-Central Asia Cooperation." We should focus on trade facilitation, industrial investment, interconnectivity, green minerals, agricultural modernization, and personnel exchanges, implement more specific projects, and cultivate new productive forces. China has decided to establish three cooperation centers on poverty reduction, educational exchanges, and desertification control, as well as a trade facilitation cooperation platform within the framework of China-Central Asia cooperation, support Central Asian countries in implementing people's livelihood and development projects, and provide 3,000 training places for Central Asian countries in the next two years.
Third, we should build a secure and peaceful situation of shared destiny. We should strengthen regional security governance, continuously deepen law enforcement and security cooperation, work together to prevent and counter extremist ideologies, resolutely combat the "three evil forces," and jointly maintain regional peace and stability. China is willing to provide assistance within its capacity to Central Asian countries in combating terrorism and transnational organized crime, and maintaining cybersecurity and biosafety.
Fourth, we should strengthen the humanistic bond of shared ideals and mutual understanding. China will strengthen cooperation with Central Asian countries in legislative bodies, political parties, women's organizations, youth organizations, media, and think tanks, and conduct in-depth exchanges of experience in governance. We are willing to open more cultural centers, university branches, and Luban Workshops in Central Asia to cultivate more high-quality talents for Central Asian countries. We support deepening local cooperation and jointly creating a "heart-to-heart connection" pattern from the central to the local level, from the official to the civilian level, and from neighboring regions to wider areas.
Fifth, we should maintain a just and equitable, equal and orderly international order. We should work together to uphold international fairness and justice, oppose hegemonism and power politics, and actively promote a multipolar world with equality and order, and inclusive and beneficial economic globalization. This year marks the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, and the 80th anniversary of the founding of the United Nations. During the arduous years of war, the Chinese people and the people of Central Asia supported each other and shared weal and woe, making important contributions to the cause of human justice. We should uphold the correct historical view, safeguard the achievements of the victory of World War II, uphold the international system with the United Nations at its core, and inject more stability and certainty into world peace and development.
Finally, Xi Jinping pointed out that China is comprehensively promoting the building of a strong country and the great cause of national rejuvenation through Chinese-style modernization. No matter how the international situation changes, China will always adhere to its unwavering commitment to opening up. China is willing to work with Central Asian countries to carry out higher-quality cooperation, deepen the integration of interests, achieve common development, and promote new achievements in China-Central Asia cooperation!
Kassym-Jomart Tokayev, President of Kazakhstan, and other leaders of the five Central Asian countries unanimously stated that under the outstanding leadership of President Xi Jinping, China has achieved remarkable development achievements. They expressed gratitude for China's comprehensive cooperation with Central Asian countries, which has brought invaluable development opportunities to their countries. The China-Central Asia mechanism has become an important platform for promoting dialogue and cooperation between the two sides and promoting the economic and social development of Central Asian countries. In an uncertain world, the strategic significance of the China-Central Asia mechanism is even more prominent, and China's prosperity and strength are benefiting neighboring countries. China is a strategic partner and true friend that Central Asian countries can always rely on. Central Asian countries highly value the model of mutual respect and mutually beneficial cooperation with China, and look forward to close all-round cooperation with China, expanding the scale of trade and investment, jointly building the Belt and Road Initiative with high quality, promoting cooperation in industry, agriculture, science and technology, infrastructure, new energy, and interconnectivity, strengthening regional security cooperation, enhancing people-to-people exchanges in culture, education, and tourism, building the China-Central Asia mechanism into a model for regional cooperation, sharing development and prosperity, promoting peace and stability, and building an even closer community with a shared future. All parties highly appreciate China's constructive role in international and regional affairs, actively support President Xi Jinping's proposed Global Community with a Shared Future and the three global initiatives, and are willing to closely coordinate and cooperate with China to firmly uphold free trade and the multilateral trading system, and jointly safeguard international fairness and justice.
During the summit, Xi Jinping signed the "Astana Declaration of the Second China-Central Asia Summit" and the "Treaty of Eternal Neighborhood Friendship and Cooperation between the People's Republic of China and the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan, and the Republic of Uzbekistan" with the heads of state of the five Central Asian countries.
The summit announced the signing of 12 cooperation documents in areas such as jointly building the Belt and Road Initiative, facilitating personnel exchanges, green minerals, trade facilitation, connectivity, industry, and customs. During the summit, China and the five Central Asian countries signed multiple sister-city agreements, bringing the total number of sister cities between the two sides to over 100 pairs.
Xi Jinping also attended the unveiling ceremony of the China-Central Asia Poverty Reduction Cooperation Center, the Education Exchange and Cooperation Center, the Desertification Prevention and Control Cooperation Center, and the Trade Facilitation Cooperation Platform with the heads of state of the five Central Asian countries.
The parties agreed that China will host the third China-Central Asia Summit in 2027.
That evening, Xi Jinping attended a welcome banquet hosted by President Tokayev for the heads of state attending the summit.
